African governance improving [except Ethiopia's Horn of Africa]: survey

Around two thirds of African countries have improved in the field of governance over the past year, according to the latest index released Monday by a London-based foundation dedicated to the issue.
"The Horn of Africa was the only region to see an average decrease in score during this period," the report said, with Ethiopia dropping one place, primarily because of its human rights record.
Despite the gains, some countries -- including all but one in the volatile Horn of Africa -- have gone down. The Horn includes Somalia, Ethiopia, Eritrea and Djibouti, which was the only of the four to improve this year. Ethiopia slipped one place from last year's ranking to 31st place. Somalia, which has not had an effective central government since 1991, has twice come in last in the index. Read More.
